This category is used to describe that the topics of some event have not been properly classified yet. This might mean that only part of the topics have been specified, or that some topics are not sufficiently precise yet. Since proper topic classification can take time, this is not an unusual situation. Adding the "topics missing" category in this case helps other users to find such incomplete articles and to fix them (or at least to read them too find out about the intended topics).
